Applying for a Non-Competitive Job

The New York State Constitution requires that public employees must be hired for jobs based on merit and fitness. While most county jobs require you to take an exam to determine your fitness and merit, there are some positions for which an exam is not practical. These positions are called non-competitive positions. Usually these positions require a specific professional license or other special qualifications.
